I'm at my cousin's on cable, and here's mine:

Paulson, that sounds like some DNS settings are fux0red somehow ... Try finding out the IP of your ISP and pinging it with the number...

And if you're on a network, ping the IP address of another computer, etc..

All depends on the path [route] your connection takes to get to the destination. While at work, I usually ping 40-45ms to the forums, but at home, around 160ms (56k). Once you take into consideration packet loss, the time of day you decide to ping/trace route the source, and the routing processes (sometimes many, many hops); pinging is all about time and, well, luck. For example, while I'm at work, out upstream provider (http://www.xnet.com) is just up the &quot;chain&quot; compared to many other domains, and because of this, pings are extremely low, packet loss is almost non-existant (almost ;)) and since it's OC->T1, there really isn't much downtime. Xnet hosts a Quake 3 CTF server called Stoogeville, and while at work and my box is there, I can play on the server and average about 5-10ms on the server, with a max of around 20 on avg. It's funny, everybody thinks that you're server. :D :D Now that's what you call a LPB.
