Yep. It's an initiation/loyalty ritual from what I understand. In the movie Black Rain, a Yakuza boss forces one of his people to do it in front of a group of other bosses.

I've also heard that tattoos are something of a taboo for Japanese people, because for the most part only Yakuza members have tattoos. Can anyone confirm/deny this?
