Who has a very noisy PC?

I've had some loud cases; I can look back and see it was about wattage and case ability to normalize temps. Loved the look of an old Antec gunmetal case with closing front panel, but I had to run fans in all ports back then to kick SLI. Truly comes down to wattage and case. Here is 680 Lightning SLI in a HAF XB running supplied front fans at 900rpm only. A process to build, but worth it as the case highly contributes to the rig's efficiency:

My Socket 478 heatsink fan is loud on idle and never shuts up. Practically ANYTHING is a relief compared to it.

I know what you mean... :\

My HAF922, with 7 fans spinning and the turbo fan on the EVGA 560ti... couldn't take it.

Switched to a Fractal Define Mini... and now all is quiet. Less fans, better airflow and temperatures. I don't expect it to be dead silent, but it's close.
