Who determines which movies to play on basic cable

I am curious how movies like the Day The Earth Stood Still (2008) is on every other day on basic cable and same with X-Men Origins: Wolverine but I have yet to see The Wolverine on cable. I do not have premium pay channels but shouldn't it be on TV at some point? I also understand ad revenue is the motivating factor but was The Wolverine such a disaster it would not make money playing on TV? And if it is a disaster why would the Day The Earth Stood Still (2008) be on TV all the time?

Just Curious.

Ad revenue minus the cost of the movie. I'm guessing some really bad movies are available really cheap and have a high net value.
