Who currently uses GPON for IP-based services?

I was reading some articles from last year and noticed that BellSouth, SBC, and Verizon got together and collectively issues a Request For Information (RFI) from the major vendors of PON, or Passive Optical Networks, technologies. Then, in November of last year the same three issued a Request For Proposal (RFP), which is considered to be a much more substantial position of interest.

I get the basic idea behind PON, which essentially a method of transmitting information without power between the endpoints of a head-end (like) facility and the customer's premise, and I get the idea behind using it for different methods (e.g. APON is ATM-PON, BPON, if Broadband-PON and used in Verizon's FiOS), but I am not sure how reliable or design-efficient it can be outside of video distribution.
