ISPs usually have a newsgroup just for adding new groups. I have been to the verizon one, and let me tell you, the requests make me hide my face in shame.

Sort of a public service that ISPs simply opt into. Like 1 ISP will say "I want to include alt.binaries.simpsons onto my local newsgroup server with a retention period of 2 days". I am not sure but I think certain newsgroups are moderated by specific people and others arn't.
