That was a byproduct of the successful weekend Inmate Mentorship Program for Oregon's disadvantaged youth, which became very popular. It was originally a program set up for clergy to mentor Oregon's youth, but the Oregon legislature misspelled 'Intimate' before voting on it's funding.

And why would they need what looks like a hundred feet of rope on the spool? Are they going to tow cars out of a ditch outside with it?
