whining video card, suspect underpowered PSU?

I read the sticky on split rails and but it didn't answer my question on this.

My PSU is a 500w coolermaster that appears to have 2x 12v rails, with 18A output on each.

I've since found out that my video card recommends 24A on the 12v rail. (geforce 550ti)

I am assuming this means my PSU is underpowered?

The card is fine in windows but makes a high pitched whistling sound if I load up a 3d game and 'look' at something bright. The noise is coming from the power connector end of the card, and is definitely not the fan.

I'm guessing this is pretty much an open and shut case, but just wanted to get some more knowledgeable opinions before I buy a new PSU.

The whining sound could be coil whine. It may be annoying, but there's nothing wrong. The only solution is probably just replacing the video card.

Coil whine does not mean your PSU is underpowered. If it is underpowered, the whining noise would be the least of your problems (crashing or smoking PSU).
