Got this for the cost of shipping from newegg and the thing whines horribly all the time. Is there any way I can silence this thing? what is whining? constant white noise when operating like it's on fire or something.

doubt it has one but I can look, I have a feeling it's coil whine and I'm stuck with it 
ok, opened it up, no fans
the whine is coming from a capacitor which is already wrapped in rubber for this issue I'd guess, so, it's capacitor whine, nothing I can do except wait for it to explode.
