Which x86 is the single-/dual-thread king?

Hello everyone!

Including overclocking options and everything, which CPU is the one money can buy now or in foreseeable time that will give the best single-/dual-thread performance? "Best" as in at least 5-10% better than other options.

If you can get an i7-6700K or i7-7700K up to 5.1 GHz or higher, that.

Otherwise, the rumored Xeon E5-2602 v4, at 5.1 GHz base clock. Of course, even if it does actually exist, there's rumors that it's a custom part for the National Security Agency, so money may not be able to buy it. Or, it may be for high frequency trading, in which case it may cost tens of thousands of dollars (because HFT types will pay tons of money to shave a nanosecond of latency off of their transactions).
