You'll run into problems finding drivers for your hardware if you go too far back, so check that first.

XP is ancient these days so I wouldn't even want to go that far back. Without knowing what games you're talking about, it's hard to make a real recommendation.

How old we talkin' here? If you looking to play DOS games you can use dosbox and get most of those to work and if you want to play a few newer than that you can just use windows xp (I know with vista/7 I have issues with some older quake engine based games but xp works) with those two things you should be able to get at least 80% of most games playable if not more. You also have to look into driver support for hardware if you go to far back.

TLDR:
Use Windows XP and Dosbox

I've tried several attempts at trying to run old games in virtual, but generally does not run as intended, and usually more problematic to try to solve than anything.

I have 2 old pc's from win98 & 2000 or ME days, I'd like to get running, just for old games, one day.

The Sims 1 & it's expansion packs works on Windows Vista & 7 (32-Bit & 64-Bit), albeit with some adjustment. It works fine if you run the game in compatibility mode with Administrator rights or setting the security permissions on the Sims game folder to your account or 'Everyone'.

I'm not sure about Flight Simulator 2000 though.
