Which way is a fan supposed to blow?

I know this is a stupid question, but I was building my first PC and got a little confused. I have an xp-90 heatsink but that doesn't really matter. I have a thermaltake 90mm ufo fan. I installed it onto the heatsink and everything was fine except for one thing. I could feel the air from the intake case fans, which had an airflow of about 30 cfm. Now, the ufo is supposed to have a max airflow of around 80 cfm, and since I havent installed an OS yet, the fan is suppposed be spinning at the highest rpm it can, giving me an airflow of 80 cfm; My problem? Well I can't feel the smallest flow of air from it. I know it is spinning, I can hear and see it, and so I think the fan is blowing the air down, torwards the cpu. And so my question is, is the fan supposed to blow air from or to the cpu/does it matter?
