Which temperature to read?

I heard that the safe cpu temp for AMD CPUs are 62C and lower. There are two CPU temps shown in HWMonitor. One is about 20C higher than the other. Which one should I read?

1st temperature: Under temperature CPU
2nd temperature: Under AMD FX-8350 package.

Also why is there no temperature for each cores? I tried different programs none reports core temp.
