Many states do allow right turn on red arrow after a complete stop if it is safe to do so. The purpose of the right turn arrow is to let you know if you can safely turn right without yielding, so just because it is red that doesn't mean you're not allowed to turn - it just means it is not necessarily safe to do so. Personally I think they should just use a regular red light instead of a red arrow in that case, because to most people a red arrow would mean you can't turn.

There's only one right turn arrow near me and the only time I've seen it red is when the left turn arrow is green.

If its a red arrow pointed to the right, you cannot go, it is the same as a red light with a no turn on red sign.

If it is a solid red circle light, you can turn on red unless there is a sign to say otherwise.

That is the law in CT, we do not have any strictly arrow lights like you find in NYC though, mostly just circle lights with signs specifying when you can't turn on red.
