Which router will let me control ....

which router will let me control these variables (preferably through a web interface)

just to give an idea, the average number of users are at minimum 8 and maximum 15 (wired and wireless combined)

now then.. onto the requirements

1) Limit bandwidth to certain IP group (for example IP range of 10.0.0.15 - 10.0.0.100 are given a total bandwidth of 100 kb/s, and IP's 10.0.0.1 - 10.0.0.14 are given 200 kb/s bandwidth)

2) Block certain IP ranges from other IP ranges (for example, I don't want IP range of 10.0.0.15 - 10.0.0.100 to be able to ping view shared folders, or in any other way access IP range of 10.0.0.1 - 10.0.0.14)

edit: just to clarify, I know I can set user names and passwords for the shared things, I just want this router/firewall thing to be the blocking factor.. so that the specific range cannot in any way even get to the prompt to enter username and password

3) At the minimum, 4 wired ports.. more would be nice, but if the price difference is a lot, then 4 is enough.

If wireless was integrated into this router it would be a plus, though its not at all needed as I can just get an access point.

so this DD-WRT firmware will allow to set these variables (bandwidth limiting, access privelages) as per several different IP ranges?... as I cannot set them per computer, because the computers on the wireless network will be changing all the time (its a hotel - clients come and go). I just want guests staying here using wifi to be limited to x amount of bandwidth, the office to x amount of bandwidth, then an unlimited range for file transfer in the local area network.

Just verifying that I won't have to set these settings for each computer, and it will just work without any configuration after the initial configuration.

Last thing... is that buffalo router as good as some of the others like the linksys say? Cost isn't much the issue as quality and stability is for 8 - 15 simultaneous connections... without locking up often or other similar issues. Thanks for your time.
 
If this is for commercial use, then I would get commercial gear...

get an good AP (I'm a cisco guy, dont' know much of what else there is) and then do the limiting on the box. Microtik (think that's right) sells a router to limit based on ip's/ranges (think that's a wireless controller) and you should look at a captive portal type application as well.
