My bios say my voltage is at 1.622, (1.475*110%), but BOTH CPUz and ITE Guardian showz 1.6 volts FLAT. Which one should i accept as true value
 
I wouldn't trust either if you have to be accurate, but my guess is CPUz and ITE Guardian are more correct, because they could have been coded to make up for the bios's wrong readings.

If they say 1.6 flat, is it 1.600 or just 1.6. They might be rounding the 1.622 to 1.6.
 
With my Lanparty NF3 I notice that vcore rises with CPU load, so I think both are right since there is more of a load at the BIOS screen than idling in Windows. I use MBM to monitor my voltages.
