Which Ram should I buy?

I am deciding between these two sets of ram

The OCZ has timings of 5-4-4-15 but has a voltage of 2.1
The Corsair has timings of 5-5-5-18 and a voltage of 1.9

Which should I get? I have no way of finding out what the voltage max is on my dell xps 420. (anyone know how I can find out how much or little it needs)

Umm, I doubt you can even adjust the voltage on a Dell.

Here is a picture of cpu-z running, I have 3gb currently running vista 32bit. would it even be worth it to move to 4gb with a lower latency? We do alot of video encoding and photoshop

For 3GB to 4GB, the ONLY WAY I'd make the upgrade would be in the form of 2 x 2GB DIMMs.
Latency has almost no impact at all these days.

Higher voltage means the parts are substandard or overclocked, and I would not accept memory unless its manufacturer could tell me the manufacturers and part numbers of the chips themselves - and prove it.
