Which publishing program?

I would like a publishing program that I can use to print certificates, greeting cards, etc. Which is the best one out there that is not too expensive?
 
If your going to use it allot and make many different things withs it then pick up MS Publisher. Its a bit expensive but the best IMO.

You can even use it to make paper airplanes and stuff like that 😀
