which program to use to create a visual array

i want to create a visual city block sized as a 10x10 array that will indicate different colors in each cell as information is fed into the program at a set interval. what is a good gui creating program is good and easy to use to create this?

Why not do it in a browser, in a 10x10 table?

i don't think a brower could do that when i want the display to change with real time data input possiblity divided in an equal time interval.
