Which Panaflo fan??

How about you just turn down the H1BX you crrently have? Using SpeedFan I'm able to control the Sanyo Denki on my Alpha from 1300-2500 RPM. All the Panaflos I've used have pretty wide power range; you should be able to drop the H1A to just about L1A speeds.
