Depends. IMO Vista is equally or even more usable than Windows XP, but it's usable in a "different" way. So if you are accustomed to Windows XP and you install vista, you are going to be somewhat lost for a few days until you figure out all the changes. however if you are new to computers, never touched XP or vista, I think it's just as easy to learn Vista as it would be to learn XP.


As for as secure, what do you mean by secure? Any OS can be very secure, it depends a lot more on your habits than it does on the OS. By default fully patched, Vista has some advantages over XP due to UAC, but if you disable UAC that advantage goes away, and if you know what you are doing either OS is plenty secure.
