I have a choice between a WD 80g hdd 7200 RPM and a 80g Seagate Barracuda IV 7200 RPM.
Same price. Which one is the better deal.

Well, gotta say the WD. I've got three of them humming along in my machine right now, 2x 60GBs and a 27GB and had zero problems. Had a Seagate and lost 20GBs on it when it died less than a year after I bought it. They replaced it and I quickly sold. Of course I could have just been unlucky with that Seagate, but for me it only takes once to lose all your data to not trust a company again.

I would guess that you'd be happy either way. From what I've read the WD is supposed to be a tad quicker but I don't know if you'd notice it. But if you want the quieter one go with the Seagate. Hope that helps.
