I've only been to one of them, but from what I've heard, I'd rank:

San Diego
San Francisco
Los Angeles
Sacramento

Coastal cities are just about always better than inland cities. Between cities of equal size, I can't think of one counterexample.

I've been to all of them and aside from Disney and the hill areas, LA is a shithole.

Been to all 4, live in LA, LA wins hands down.

But I love it here, as long as I don't have to live in/go to some parts of it.

One of the coolest things is how flipping multicultural it is, within 20 miles or so, you can hang with Armenians, Latinos, Filipinos, Chinese, Blacks, etc...

The food is pretty good here too, where else can you get Mexican looking food with Philippines flavor?

It doesn't matter which is the worst. It only matters that San Diego is the best. It is the only place in California that I would remotely consider living in. Weather is perfect. People are laid back.

I personally find LA to be a horrible shit hole. I realize other people like it but I would never, ever live there. It's a pockmark on civilization as far as I'm concerned.

Born/Grew up in LA, and I love it; but yes, a lot of places in LA is a total shithole. SF/LA/Sac all have their suckages. Since I'm biased, I'd rank SF below LA . SAC was just.. boring as hell. I would never live there.. ugh. LA and SF I can tolerate, but SAC? eff that.

I currently live in SD (and have been for 11 years now), and I love it here. I can't really think of a better place to live in the world; and I've been to several cities and towns all around in the US and the World.

There are a few nice areas in San Diego but there is a whole lot soulless cookie cutter crap.

I live in Sacramento, and I would rank it last between those cities. But where I disagree is the comparison to Detroit... just because the unemployment is bad, doesn't mean it holds a candle to Detroit's level of pure awful, misery... even if the streets were paved in gold, the weather there is enough for me to never want to go back.
