Which one is the best?

1. Freezer 13 CO
2. Katana 4
3. Scythe Ninja 3
4. Zalman CNPS10X Optima
5. Scythe shuriken.

They are in the same price, I want to know which one is the best (cooling & noise) for my CPU i7 4790.
Corsair Carbide 500R is my case.

For a case that large, why would you include a low-profile cooler like the Shuriken in your list?

And they are intended for wildly different set-ups.

The Scythe Shuriken is a low-profile for compact form factors.
The Katana 4 is a petite 92mm tower cooler.

Do you have to choose between these 5 specific coolers, or can you pick anything as long as it's within your budget ($30-40?)

I would get the Arctic Freezer i30 if I were spending ~$40 on a cpu cooler, and I'd probably get the CM EVO if I were spending ~$30.

The maximum cooler height for your case is 180mm. For a $40 cooler, there is nothing better on the market in terms of noise vs. performance than the Thermalright TRUE Spirit 140.

It is not often recommended on AT but it will own everything you listed and CM212 EVo has no chance against it. It only costs $40 and has a good fan to boot but it's out of stock often since it's so awesome!

For the price, nothing comes close from AIO or air cooling.
