Yes, it's most likely the fastest memory on a 9600.
Sapphire 9600pro Fireblade edition has 2.8ns Samsung.
Sapphire 9600pro normal comes with 2.8ns Elrontech but it overclocks poorly compared even to the 3.3ns Samsungs on most other models.
Some XTs (for example Sapphire) also have 2.8ns memory.
 
For the little difference in cost, I would get a 9600XT, that's what I did. I have a Powercolor 9600XT Ultra on order; it has 2.8ns mem and is stock clocked @ 500/676. Powercolor also has a new 9600XT Bravo with 2.5ns memory. You can see it HERE, but I don't know if it is yet available.
 
as soon as the 9600 pro came out i bought a Built by ATi one and it has 2.8ns samsung but i think ATi is using 3.3 ns now

i BELIEVE all XTs come with 2.8ns
 
My 9600 Pro has Samsung memory on it, but I'm not sure what it's rating is. And for some reason all 9600s overclock really badly on memory so don't except much, even if you have all powerful Samsung 2.8ns memory.

Actually, they don't over clock badly at all on memory. Mine (AIW 9600) overclocked from 325 to 375. In most of the reviews I've seen they bring both 9600 Pros (300) and AIW 9600 Pros (325) to roughly that level.

They just overclock a lot better on core. I got a greater than 100mhz core overclock.

The 9600pro?s around $150 will usually have 3.3ns Samsungs which includes ? the Connect 9600pro, Sapphire, GigaCube, and PowerColor. TYAN Tachyon G9600 PRO 128MB has 3.6ns Hynix. All the Built By ATI retail 9600pro?s used to come exclusively with 2.8ns Samsung?s but now I think they are shipping with 3.3ns Samsungs.

Some manufacturers later switched from the 2.8 to 3.3?s so your mileage may vary.
