Legally or illicitly? My guess for illicit would be heroin and Codein. For legal I would guess Codein and Demorol would be up there, but there are a lot different flavors of synthetic opiates.
 
I thought marijuana is the most used illicit drug in the U.S.

As for what the other 4 could be, no idea.

are you wanting to count prescribed painkillers and the like (oxycontin, etc)

Marijuana isn't classified as a Narcotic.

According to Wikipedia:
"In U.S. legal context, the term "narcotic" specifically refers to opium, opium derivatives, and their semi-synthetic or fully synthetic substitutes as well as cocaine and coca leaves.....
Examples
Opium and opium preparations such as laudanum and paregoric.
Natural Opiates such as morphine and codeine.
Semi-Synthetic Opiates such as diacetylmorphine (heroin), hydrocodone, and oxycodone.
Synthetic Opioids such as fentanyl, and methadone. "

So based on that info, I would guess #1 is Cocaine, then maybe Heroin, Hydrocodone, Oxy, Morphine, Codeine.

Makes sense to me that marijuana is a greater threat. They aren't talking about the potency of the drug alone.

The U.S. legal system has been using the term incorrectly for years: cocaine is not a narcotic. In fact, the word has been so misused in both the legal sense and more broadly to refer to any illicit drug that it's almost not used anymore in the medical community. They'll say "opiate" instead.

Cocaine is the leading drug threat to society. Methamphetamine is the second leading drug threat, followed by marijuana, heroin, pharmaceutical drugs, and MDMA (3,4-methylenedioxymethamphetamine, also known as ecstasy) respectively.

So depending on what the true definition of Narcotic is, the top 5 might be Cocaine, Heroin, and any 3 of the pharmaceutical drugs.
