In WinXP for a PCI modem, would a Rockwell or Lucent chipset be best?

Lucent would probably be better between the two. Or at least it was that way in the V.90 days.

Some of Rockwell's chipsets (HCF, etc.) were absolute crap.

In my 5 years of dealing with modems dialing into an ISP I worked for, the Lucent Winmodem and the Rockwell based modems were the worst at going through normal to adverse telephone lines.

Good luck!

does your isp even support v.92? And what do you want to use it for? V.92 Increases upload speeds, slightly, and consequently decreases your download speeds a little bit to compensate... If you're wanting to use this modem for online gaming, it may save you 10 ms on your ping times, but it definitely wont change the world as we know it....

(edit: it bumps the upload speed up from 33.6 to a max of something like 44.2... but then your download drops to a max of 46 or something as well... dont quote me on those numbers though, I'm too lazy to research right now for accurate ones...)
