which lcd monitor and Videocard

I decided that i wanted to go with a 17" Lcd monitor, so i wanted to know which one should i go with from newegg thats under 240$, they have a couple .....The monitor has to be black......

Also i decided that i want to buy a really crappy video card , cause if i can save some money right now i can get the pc faster , than i'll upgrade a few months later when i have more money to spend.......i think it would be a waste of money to even buy a decent one right now.....

I dont know which video card to pick , im kinda afraid to cause ive had problems with video cards b4,with directx mostly , it was a nvidia pci one.......so im looking for a agp one right now that will go with the motherboard i selected.... Kepp in mind that im not a gamer and im just looking for a pc that i can surf the net quicly with and run linux faster, and im harcore filesharer.....right now im using a crappy 8 mb onboard so even if its a 32 Mb card it will be alot better

so im looking to spend around 30 bucks for a video card that i can hook up a flat panel too .......

I know alot of you are gonna say that for 30 bucks the video card is going to be outdated but im really not a gamer and i just want one that i wont have problems with when i install it and just a good temporary video card.....

Forgot to mention that i'd prefer it if the videocard and LCD monitor were from newegg that way i can order everything together

Also this might be a stupid question but i heard people saying that certain sites dont charge them for shipping or taxes , something like that caught my eye......are any of those available in New jersey ?
