Which is the best free image burner?

USB flash media are not "burned." That specifically means a device that uses a laser to write the image. It is not a synonym for copy.

The capability to burn media is built in to Windows today.
 
A.K.A. CDBurnerXP is my personal favorite. I like its interface more than ImgBurn especially in regards to the file compilation maker; more reminiscent of Nero or Adaptec Easy CD Creator back in the day. Small, simple, easy to use and reliable.
 
Imgburn doesn't support multisession and the interface is too cluttered, so cdburnerxp is better.

Cluttered? The opening screen nearly literally says "What do you want to do?" Click your choice and hit "Burn". I don't know how that is cluttered.
 
Coming back to this, today I wanted to make some ISO files from DVDs and I have tried installing CDBurnerXP (cdbxp_setup_4.5.6.5844.exe). Windows SmartScreen says it is an unrecognized application and Panda Free antivirus detects it as a PUP.

So I have installed ImgBurn which wanted to install 2 more software, so be careful installing this one. It works well and it is very simple to use.
 
There are many choices available so you should try them and find the one you like the best. Sometimes I use the built in windows burner and others I use imgburn.

Imgburn, cdxpburner, burnaware free versions have opencandy adware in the windows installer. There might not be an tickbox option to refuse the adware installation.

But you can skip opencandy by running it with a /switch option on the command line. Or remove the adware dir manually by unpacking the archive exe for imgburn.
Or look carefully for the non-adware version for cdxpburner/burnaware at their websites.
