Which is faster DDR 2100 CL2 or DDR 2700 CL2.5?

I hope this question makes sense. In the process of building a new system with an Asus A7N8X Deluxe nVidia2. Will harvesting an Thoroughbred 2000XP CPU. Which will run faster...running the chip at spec with CL2 RAM or underclocking the multiplier with a 166/333 FSB on DDR2700 CL2.5 RAM?

im pretty sure the high bus will make alot more ofa difference than the CL

cas latency only affects initial latency anyways....
higher freq affects ALL the time
