A9 Cortex (Orion-dual) core would beat Snapdragon (scorpion-single) in most apps.

Clock for clock, A9 is faster than Scorpion (2.5 DMIPS/Mhz vs. 2.1 DMIPS/Mhz). Wiki lists Scorpion's NEON support as 128-bit wide vs only 64-bit of A9, but also shows that Scorpion is only partial out-of-order vs A9's fully out-of-order execution.

That's true, though that's why most dual core Scorpion CPUs ran at 1.5Ghz where as most dual core A9 SoCs were just 1Ghz.
