Which is better?

I am looking into upgrading my computer screen. I am wondering what is better to get a computer monitor or and lcd tv? Max size is going to be 30in. No picture or graphics editing just games and movies and regular internet surfing.
 
like i mean do the resolutions make a difference because when I look at lcd tvs they have lower ones then the lcd monitors

Sure they do. The resolution corresponds to individual pixels on the LCD panel.

If you are sitting close up, you want a high resolution so that the pixels have a small enough dot pitch to blend into each other (e.g. 1920x1200 on the 24"WS monitors). If your viewing distance is greater than a couple of meters then go for a larger LCD TV: the lower resolution isn't as big an issue because the larger pixels (greater dot pitch) stilll blend into each other from a sufficient distance. The same explanation applies to why small laptop LCD screens have higher resolution (smaller dot pitch) than equivalent desktop montiors.
