You're asking a VERY general question. You might want to narrow it down to what games you're looking to play/programs you're using the card for, or anything else specific. I'm not sure if the bench linked above uses the newer drivers or not, but the short answer is they're going to be reasonably similar to each other in most cases.
 
They are both pretty close except a few games where it can swing. The 7750 uses less power but the 650 might overclock more since the 7750 does not have a power plug.

Why these 2 cards? Usually the 650 cost more than the 7750 so to compare them seems off?
 
They are mostly the same price. If you go with a 7750, make sure it's a Gddr5 version and not the Gddr3 version. That is much slower.
