Which is a better subwoofer?

With those specs, I would choose the Velo (which model # is that?). I have a Velo CT-120, which has a similar freq. range, and it sounds great. It can be a bit on the punchy side compared to top-notch subs like the SVS and HSU subs, but for the price (I paid around $300 w/a 3yr full-replacement warranty), it is dynamite.

ok, and the wattage is higher and it hits a lower frequency which is the job of the sub.

you can have the floor hit the higher freq's.
 
I have a Velodyne and am very impressed with it on a price/performance scale.

BTW, shop around. You can find the 10" for less.

Yuppers. What would you be setting your Xover at? Mine is set at 80hz with my Dahlquist QX10 fronts, but it could probably be a bit lower (I think those reach 28hz).

I'm trying to find out, but this sub is actually for my dad, and his front speakers are so old, that I can't find info on them. (They've been refurbished.)
