Best Western Nouvel Orleans. Right across the street from the Mouton Duvernet metro staton. Your room has two sets of french doors that open out to the street... so you have two little balconies. Not near where you want but the metro will get you there fast. I think it's about a 15 minute ride away.

Visiting the Tour, eh? I went last year and am going again, if Lance is doing well (gonna be on the slopes of l'Alpe d'Huez and decide from there) Not wanting to run into any freaks, I mean nice people from ATOT, I'm not going to post the one at which I am staying. 😀 Plus, you might find it on your own. The BEST website for Paris hotels is France.com. I've used them three summers in a row now. You can sort by district (Arrondisement, I believe is the technical term), which should make it easier than most any other site.

Edit: I can't believe mine is the first serious reply!

Edit 2: If you ARE going to the Tour, get there VERY EARLY. I was there 12+ hours including the parade last year. Oh, and bring a folding chair -- you'll want it (even one of those mini-tripod chairs for camping).
 
The price is somewhat higher than what you're listing, but you really can't beat the hotel Concorde Lafayette. It's ultra nice, especially if you're used to the more "normal" (read: American style) hotels. There's a little shopping mall at the bottom of the hotel (including a nice supermarket), and there's a metro stop right at the bottom of the hotel building as well.

It's right on the champs elysees as well (you can see right down the champs elysees over the arc de triomph right down to the heard of Paris.

... and yes, those eurorail passes ain't cheap!! I thought I could travel cheaply by taking the train ... mais non non non mon ami!

i think it may be cheaper to purchase individual rail passes in england than a flexi pass...
 
Check out a Citidines..... HUGE hotel rooms compared to what you normally get over there...

We stayed at one in Paris (Tour Eiffel) and London (Trafalgar Square) for $150/night.

Kitchens in every room as well.

We booked ours through one of the travel sites for cheaper than going directly through them.....

I think we used orbitz, but it may have been travelocity or expedia.

I stayed at the Hotel Picarde when I was there and it was awesome. The rooms are kind of small, but it's very clean, inexpensive, and it's a family business. They have a complimentary breakfast that's really good too.
