Which GTX blower fan?

I am looking for a GTX 1070 with blower fan. Noise and reliability are more important to me than performance or price.
How does the Founders Edition compare to non FE aftermarket units with blower fans? Also, are the aftermarket FE the same as Nvidia's FE?

Why do you need blower? All blower fans are much worse than the open air ones and much louder as well. I don't think there are any real custom blower ones.

Because I have a Silverstone Raven which mounts the MB vertically so a card with an exhaust would work much better.
 
FE might be your best choice. My Asus GTX 1070 Turbo is pretty quiet for a blower (much quieter than my old Gainward GTX 970 blower) due to the default fan curve being so conservative, but the fan has a fairly noticeable low-pitched "rumble" (that makes it sound really bad, it's not too bad, but noticeable). The FE's look pretty solid and less plastic'y.
There's also an MSI version with a blower. There are probably some Youtube videos comparing them, which is the best way to get an idea of the noise. Cooling performance is probably very similar, because the fan curves are tuned for roughly the same temp target.

I ended up with the MSI Aero OC with blower. It idles at 28c with the fan at the lowest setting. Under load at 1.9 gHz it is in the low 70s with the fan at 60% or less which is still inaudible. The Silverstone case rocks!
