The general consensus is that the 6600GT outperforms the X700. However, either would be an improvement over the 9800 Pro. The 6600GT has Shader 3, which would be reason enough to get it over the x700 IMO.

The X700 Pro is about the same as a 9800 Pro, and the 6600GT isn't that much more powerful. If you want a worthwhile upgrade, get an X800XL for ~$250. It's a great bang for your buck, and is almost as powerful as a 6800GT.

have a 9800 pro, and i dont feel the slightest bit "behind" at all. Nothing even stresses my system. Although I dont need my games at 1600x1200 or 4xx AA and I still manage to avoid hemorrhaging.

Good points. I was thinking of the same thing. I'm going to do something at the moment so I don't have much time, but can someone please link a review of a comparison between a Radeon 9800 Pro and Geforce 6600GT. Just need some benchmarks. Appreciated.

gigabyte also makes a fanless x800xl, which i got. it's great, add maybe thirty or forty bucks to your budget and you can add a lot more graphics power.
