Which government agency deals with "hacking"?

Someone, the same ip, is trying to connect to me. I can't find info on this IP, PeerGuardian 2.0 does not recognize it either. My firewall keeps blocking it, but deems it "high risk". I'm tired of these attempts to gain access to me, would this be enough to report? And would they give a crap?

Absolutely not. Why in God's name would they care? You are one of 300 million citizens here. You aren't storing sensitive or vital information, nor are you a commercial user subject to espionage. Release and Renew if you get your IP through DHCP, or if you are static let the firewall keep blocking.
 
Is it normal for port scans to come from the same ip, because it has been the same one for a week now.
