Fare evasion is a common fraud on public transit where fare payment is based on an honor system and only checked sporadically. Payment of fare is required by law and not paying is comparable to dine 'n dash.
Tipping is optional, and not paying is considered a manner violation (as is smoking where you're not supposed to, not minding around yourself while using cell phones, etc) but it is not a requirement.
If it is a place you frequent, then you'll feel obligated to mind your manners, i.e. tip, to maintain good relations, but if you're taking an exit to get grubs at Denny's and hit the road and don't plan on coming back, I couldn't care less about not tipping
So which is worse?
This guy I know has the opposite mentality. He tips crazy amount (in my opinion anyways) usually 25% to servers and something like 30-40% to cab drivers. He takes the transit to bars, and take the cab back home. Thus far, he's gotten three summons for fare evasions. He feels tipping is a top priority, but fare evasion is fine as long as he doesn't get caught.
