which fan controller?

I say if you're not budget limited go for the thermaltake hardcano 13, so far its the best i've used, but if you want a knob style controller like those two i'd say go for one of the vantec nexus's.

If you want one with temp monitoring and rpm read outs opt for the hardcano13 or the coolermaster aerogate II
 
None of the above: the Zalman MFC-1 Fan controller costs around $30 shipped (even at Newegg) and is far superior - 4 dialed channels with good wattage + 2 12V/5V/OFF switches that can be hooked up to bare leads - and no "electronic" noise from the resistors either.
 
If I only have two fans I want to control, does it make sense to get a fan controller or is there an alternative?

I control my two front intake fans with the cooler master, it works great, and it does not make any buzzing noise. $4.99 is a cheap price
