SNPP.com isn't returning anything on the first phrase or "outgoing"...mentions of outgoing mail, but nothing in that exact phrasing or with those characters.

Season 11, the episode is titled, E-I-E-I-(Annoyed Grunt), I believe.

It wasn't "Hey Homer", because it was Lenny sending it out to Homer after Homer got involved in a duel with some guy and ends up running away to his old farm and has Lenny send him plutonium out there.

Lenny on phone with Homer: "Gee Homer, isn't that dangerous?"

Lenny: "Yeah I guess you're right, it's not".

That's the episode, but Lenny is actually sending the outgoing mail. The conversation is between Lenny and Carl.
