Which CPu will give me the best performance at stock voltage

Hey looking into getting a new processor and ram. Was thinking id go with corsair xms 3200 ram with 2-2-2-5 timings but am not sure what processpr to get. I guess i wanna know which chip i can get the best overclock on. Want to hit at least 3200+ speeds and if possible higher with a fsb of 400+. I have slk900u with an 80 mm fan and an NF7s v2.0 motherboard. Along with the new ram and the 550 watt antech power supply what chip can i buy that will hit these specks at a reaspnable if not stock voltage?
 
amd or intel? for amd a64 2800 and 3000 are great i have a p4 2.8c running at 3.8 right now on water i got to 250 x 14 = 3.5 before i needed to raise voltage .. do note that this is a 30 capped chip sl6z5 so the D1s may differ from my M0, i have read about alot of people with 2.4c - 3.0c 600mhz o/c before voltage change
 
athlon processor. Im running nf7s 2.0 and im pretty sure it wont run the a64, so i think im limited to a 32 bit chip....i just want the chip that i can get the most out of on this board. If the best choice is the 3200+ barton then ill buy it...but if i can get the best speeds out of something else then ill take that, i heard the 2500 bartons do really well but what is my best speed/price ratio.
 
I built a machine for a friend a while back, and used an NF-7s rev2 and a mobile 2400+. It wouldn't do better than 2.1 GHz at any voltage, while my 2400m did 2.2 GHz at 1.65v. I just got him a 2600m from NewEgg today, and it's running stable at 2.4 GHz (12*200) with 1.65v. Considering that the price of a 3200+ is still over $180, I think the 2600m at $99 is a heck of a deal.
