Which Cpu Create more Heat and Which one is Faster

Extreme Edition 3.40 GHz (Socket 478)
Vs
3 Gig Prescott
I have notice P4 EE use lot Power 103 W but only create 67c Thhermal Heat
Now prescott only uses 89W but have have tosty Thermal Specs 69C compare to EE. Even though it is running little bit Less Clock Speed!
Can some body shade some light on it

I have a 3.4EE with air cooling, under 100% load for hours and hours (Rosetta) it only gets to 39°C (by Asus Probe). IMO, I'd go for the EE processor, plus it has a 2MB L3 cache and the more efficient Northwood underpinnings.
