Which CPU combo is faster?

Is a Single Athlon Slot A 500mhz CPU faster,
or would a Dual PII 400mhz CPU setup be faster?

probably the athlon if you're not multi-tasking

Exactly, the dual won't give you much more except for multitasking stuff, for games and everything else, it won't help much.
