SNES probably. Back then it wasn't all that common and I refused to buy them because I was always worried about cartridges failing for some reason. Probably had 20+ games @$60-70 a pop, plus two systems, extra controllers, etc... $1500+.
My GameCube on the other hand, I have about 30 games @ ~$10 a pop used, $100 for the system plus whatever I spent on the extra controllers.
Xbox I paid $100 for with a few games and I've bought probably 10 games for ~$5-7 apiece.
Edit: Oh, time-wise SNES wins hands down.
