Your call, but for a new system I'd try to use new parts. Less hassles (used parts just don't work as good in the end. Seen it with 486/MMX/P3s). It's a chore in itself to build and transfer files in itself, save the headaches and get a newer system (which should be up with BIOS updates and all, too).
 
Yea, I have two of the 3200+ Frys specials with heatsink and motherboard for $199. I think it the best bang/buck in that price range.
 
Of those 2 I would go with the AMD setup. I would never use an Intel cpu, with a non-Intel chipset. I've had very very bad luck using VIA chipsets with intel chips.
