Which card to use for video capturing & editing?

I'm looking for either an add-in PCI card, or an external device (preferably PCI card, since my USB 2.0 ports are operating at 1.1 speed despite of driver update) that allows me to hook up my VCR or camcorder so that I can convert the video clips into DVD format.

I'm not looking for anything fancy so an entry level device will suffice.
Could someone please make some suggestions??

Audio is always captured through the line-in on the sound card. Only if you're using an external USB or Firewire box is audio captured with the TV capture card.
