Alright so Christmas is near and so is boxing day(Canada) and I am looking towards a new graphics card. Currently on a 8800 GTX and I would like a good upgrade. I am on a 23" Widescreen LCD 1920x1080 monitor. My budget is around $400.

Thoughts?
 
with $400 you're pretty set to get one of the 58XX's if you can find one... unless prices are higher up there in Canada for you.

Sqeeze every penny you can and go for the 5870. About $410 shipped from newegg. Or if you want to save $100 the 4850 is very decent as well.
I always push people(gamers & benchmarkers) to spend every last penny they can afford on the videocard for obvious reasons.
The reason I don't bring Nvidia into the picture is because of the lack of DX11 support. I recently acquired the 5870 XFX XXX edition and it's the first ATi card I've had in my primary rig since the Radeon 9500pro.
 
Do what I did: get the cheapest 5870 for $409.99 at Newegg. No DiRT2 coupon but otherwise they are all the same, even coming from the same few OEM factories.

If you wan't DiRT2 just buy it separately or better yet, buy it later, when marked down on Steam.
 
FYI: The 58xx series is way over priced right now (if you can even find one). If you can wait until Fermi is launched. You could save money and or get a better card.

This is the cheapest 5870 I could find, and this store is only 15 minutes away from me. The best part of this all is after christmas money I will recieve and then birthday money which is 10 days after christmas, I may be able to squeeze out enough for this with help of parents.

Yes I am young, 16 years old! Also, I am Canadian.

I read another thread about the 5850 being as fast as 5870, 5870 still win, or 5850?

At AMD reference clockspeeds. A 5870 is like 10-20% faster than a 5850.
If you overclock a 5850, it can match-to-beat a reference-clocked 5870.
