Which Card to buy with my setup

I've finally sold my P-II 400 system last week..(yes...people still use it) and was looking to get the following setup:

Athlon Xp 1800+
Epox KHA+
DDR memory

now, i've been out of touch with the plethora of video cards out in the market....I just don't know where to start and buy.

this is wot I would like my video card to do:

work under win2000 and winXP
have a tv tuner so that I can see TV when i'm in my bedroom (I don't care much about recording TV shows onto my HDD....I don't think i will be doing that much)
sometime in the future, I would like to hookup my vcr and maybe capture some video tape....(this will happen rarely)
I have a digital camera but that is all through USb, so the video card has no say in that.

I dont have a dual monitor setup and niether do i play games.....I just have one KDS 19" CRT monitor that i'm gonna use.

I dont watch DVD's on my pc too.......the HTS takes care of that.
and I'm not gonna buy a LCD monitor for atleast 2 yrs (the cycle of time i will be using this PC)
and my budget is about $100-$150 ( cud be $75 or $175.....just depends on wot is out there...if u know wot I mean...)

so now, with all this info, can the famous anandtechers help me resolve this key issue and at the same time, just gimme some pointers on which company is out with their newest video stuff...

The ATI Radeon 7500 All-In-Wonder looks like it would fit your needs perfectly, and if you ever decided to do a little gaming, it is decent at that too. Here's a review over at Toms Hardware Guide.

I totally agree with "jcmkk". This is one area where ATI is dominating completely. They are also the "best" choice for rendering, e.g rendering in 3D Studio MAX (if you fancy that).
