My question is can i use the ata133 connector w/ a 133 cable for the plextor drive? I know it shouldn't hurt it, but will it not perform at its optimum level?

yes it will

there is backwards compatibility with older version of the ATA spec. Actually ATA 133 is more of a maxtor spec if I remeber.

Yes, it will work at its optimum level (make sure DMA is enabled in the BIOS and in Device Manager for the Controller).

And no, it will not harm anything. But it will drop another drive on the same channel down to ATA 33, even if that drive has a faster interface.

False, while this was true at one point, it no longer applies to modern drives/controllers.

Either the 40 or 80 wire cable will work fine, if you have spare 80's laying around you might as well use them, but I wouldn't go out of my way and purchase one just to use for an optical drive.
